Step#1: Deactivate Device Administrators:
Navigate to Settings > Security > Device Administrators and tap on Deactivate
This will allow you to uninstall the existing copy of Google services from your phone.
Step#2: Uninstall Google Play Services
Goto Settings > Apps then tap on Google Play Services. Now click on “Uninstall Google Play Services”
Step#3: Confirm Uninstall
When you click on uninstall, it will prompt a confirmation message. Just click on “OK” and Google services update will be uninstalled.
Step#4: Run App which requires Google Play Services

Go to Account Manager by navigating to Settings > Accounts
Tap on Google and then click on your existing Google account
Now click on the 3 dots in top-right corner of your phone screen and click on Remove account option.
Step#4: Add your Google Account once again
After removing your existing Google account, you have to add it again.
So go to Settings > Accounts and tap on Add Account option in the bottom of the screen. Now enter your Email and follow the simple instructions to add your Google account.

Let me give a little brief about this framework, Google Services Framework is a system application which takes control of exchange of data between your smartphone and Google servers and keeps it synced between them. So follow these steps to Clear cache:
Go to App Manager by navigating to Settings > Apps. As All Apps are sorted alphabetically, you can scroll to ‘G’ alphabet and look for Google Services Framework app and open it.
When the app is opened through app manager, now first click on Force Stop button and then click on Clear Cache below to flush the cache.
Now reboot your android device, so that the change made to your phone can take effect.
Solution #7: Factory Reset Android Phone or Tablet
